Nameserver cluster and VPS

| Could nameservers be setup in cpanel/WHM between multiple VPS so they could be used across them all or would that require dedicated servers?

VPS is fine, cPanel DNS Only

| http://zipservers.com/ has a nice VPS product for the DNS-only installation.

| cPanel does not really cut any features when you're using it on a VPS - there is even menu option in cPanel to use dns cluster.
Also you can configure your dns server in such way that it will update both of your vps-es
