Would buying a layout for a hosting website be a good idea or would it be better to make your own. And If it is better to buy are their any sites that offer good web site layouts for hosting?

You can also use a template and then adapt it to your needs, most templates also come with Photoshop files.

depends on whether you can afford to do it yourself, pay someone to have it done and/or how much time and energy you have to dedicate to the process.

How much can someone expect to pay for a "good" template instead of the $59.99 special? I'm not talking $250 but something more reasonable.

Using a template is the best way. Next best way if your own design if you're creative. Last option for me is to hire a professional.
